[NCNCA] Officials mileage fee increase

At the NCNCA meeting last night it was decided to increase the mileage  
fee paid to officials from the current 36 cents per mile to 50 cents  
per mile. This brings the mileage fee inline with the current IRS  
business travel rate. The new mileage fee will take affect on July 1st  
to give promoters time to plan accordingly. When the IRS mileage  
allowance increases in the future then the rate for officials will  
increase to the same level 4 weeks after the IRS rate increases.  It  
has been over 2 years since the mileage fee for officials has gone up  
and in that time the price of gas has gone way up. We didn't want to  
start losing some of our officials due to the fact that travel costs  
had gotten to far out of balance with travel fees paid to officials.
