[NCNCA] Only one week until Sea Otter Entry fees rise

Hello Lori,

You are correct that Sea Otter is requiring that all Sport and Beginner XC
racers purchase a one day USA Cycling license at the time of online
registration. Those that already have a yearly license will be refunded the
$10 at packet pickup. This is not done with the Cat 4 women & Cat 5 men road
racers because they are smaller fields and easier to manage.

Hey, Kendra!  Thanks for the reminder.  I'm curious
about something.  Apparently SOC is now requiring that
Sport & Beginner XC racers purchase a one-day NORBA
license -- EVEN IF THEY ALREADY HAVE AN ANNUAL
LICENSE.  Why is that?  It doesn't seem quite right. 
I notice that there isn't any such restriction on CAT5
or CAT4 road racers.
