[NCNCA] Only one week until Sea Otter Entry fees rise

Hey, Kendra!  Thanks for the reminder.  I'm curious
about something.  Apparently SOC is now requiring that
Sport & Beginner XC racers purchase a one-day NORBA
license -- EVEN IF THEY ALREADY HAVE AN ANNUAL
LICENSE.  Why is that?  It doesn't seem quite right. 
I notice that there isn't any such restriction on CAT5
or CAT4 road racers.
