[NCNCA] More info on the NCNCA Junior Race Fund

There have been requests made for reimbursements from this fund, where a promoter receives either $200 per race day for criteriums or $100 per race day for road races. To be eligible, you must have at least two separate races for the juniors AND have complete results posted within five days of the event on a website of our district.  This includes www.ncnca.org and www.ncncaracing.com as well as www.usacycling.org. (The later is preferred as it determines national rankings.)
   
  Send a request to receive the fund before your event, describing how your race qualifies. I then notify the other board members of your request and wait to see if results are posted in time. Our treasurer sends out dispursements once monthly, once the event has met the qualifications, met board approval, and this neccessary information has been received:
  1) Race Name 2) Payee's Name  3) Payee's mailing address 4) payee's phone number.
   The check for either $200 or $100 you may use however your organization chooses.
