I agree with your concern. I herefy submit my draft of the article:
"Two suggestions for responsible behavior:
Suggestion #1: When on your bicycle, don't be a jerk.
Suggestion #2: When off your bicycle, don't be a jerk."
But perhaps that's a little TOO direct?
