[NCNCA] mentored novice fields/women's fives

We've had a separate Women's 3 race at the Tri-Flow
Menlo Park Grand Prix for the past three years. 
Unfortunately, numbers are always very low, but we're
committed to keeping that separate race on the
calendar so we do it anyways.  We even pay cash to the
women!

any multitude of reasons, there is another way we can
help the situation.  Have more separate women's 3s
