[NCNCA] Cycles Gladiator Wine / VOS Racing Uninhibited Racer Competition Criteria

For those of you who had concerns, however curiously, that race
promoters might seek to reward people who ride dangerously or
recklessly, I've composed a description of "Uninhibited Racer" for the
series that should be utilized by any/all people assigned to judge the
event:

The Uninhibited Racer Award will be given to the single racer in a
qualified criterium whose uninhibited performance best animated the race
in a positive, competitive and exciting manner, and best demonstrated
qualities of courage, heroism and sportsmanship worthy of reward as a
true "Cycles Gladiator."
