I think a better approach is to do this. If the combined 3/4 race will  
be using the 100 number series then give the Cat 4 riders numbers  
starting with 100 and go up and the Cat 3 riders with numbers 199 and  
come down. This way you can tell riders and officials that anyone with  
a number of say 160 or higher is a Cat 3 and anyone with a number of  
140 or less is a Cat 4. Makes things easier to sort out the results in  
the end.
