[NCNCA] Women's Races

To go along with what Chris said people might want to note that the
rules allow promoters to set a Min field size and if the Min field
size is not reached then the race can be cancelled or combined with
another group. If a promoter doesn't set a Min field size in the race
announcement then the default field sizes apply. For Mass start races
the default Min race size is 4 riders and for Time Trials the default
Min size is 1 rider.
