I hesitate to respond here, as I'd thought discussions were considered more appropriate for the ncncacycling.com forums:

and perhaps Ben or someone else should summarize something there.  However, I think an important factor here is what the standard practice is in other districts.  Reinventing wheels, despite the attraction of first-principles arguments, is hardly efficient.  Before proposing a solution, what are existing practices?
