[NCNCA] Online Renewal of International licenses

For the past few years, I've renewed my international license on
usacycling.org, and was pleased at how easy and quick it was.  This year, I
was surprised to see that they are now requiring that you download a release
form, print it out, sign it and mail it in to USA Cycling.  And this all
occurs AFTER you've processed the order for your license.  It seems to me to
that it defeats the purpose of renewing online.  I can understand that if
you've never had an international license, you would need to provide
passport/birth certificate information.    Why, after several years of
renewing online without any printed paperwork or postage, have they
initiated this process?

 

Can anyone provide insight?
