[NCNCA] track team sprint feedback

Thanks for all the feedback about the team sprint. I consolidated the comments
into a single file and forwarded them to other Trustees. Given all the
feedback I am quite happy that we made the change.

The other possible masters track championship change would be the short TT for
master men. Currently we do kilos for men under 50, 500m for men 50+. Worlds
do 750m TT for men 40-49.  I proposed it last year, but there was no real
enthusiasm for it among the Trustees. We will probably reconsider it in fall
'07 - by then we will have had a chance for the affected master riders to kick
it around. More about this one later.
