[NCNCA] Moto Certification

There is no moto clinic scheduled yet. After the basic officials  
clinic in Jan we will start putting out the call for everyone who is  
interested in taking the moto officials clinic. We will also ask for  
dates that people will be available to take the Moto clinic. We know  
we can't have a moto clinic during the Tour of CA but most dates  
outside of the TOC are possibilities. Actually we probably can't do a  
Moto clinic during any of the major UCI level races in the US. If we  
can get at least 10 people to commit to a specific day then we can get  
the moto clinic for that day. We wil be looking at a Sat or Sunday.  
Once we have a day then we will start looking for a location.

Note that anyone who has passed the basic officials clinic can do the  
Moto clinic. If you are an official but you don't own a motorcycle  
then passing the moto clinic means you are certified to work as a  
passenger on a motorcycle.
