[NCNCA] NCVA Districts and Category requirements at Track Championships

Let me clarify some possible misconceptions.
Rule 1J3(a) has not changed in some time. It states:
For track races, only a bicycle with a single cog fixed wheel and without derailleurs, brakes or quick releases may be used; However, in pursuit and time trial events that are NOT CHAMPIONSHIPS OR SELECTION EVENTS, brakes, freewheels, quick releases, and derailleurs may be installed on the bicycle so long as only one gear is functional. (emphasis added)
The district championships this weekend ARE "Championships or Selection Events." Road bicycles will NOT be allowed in competition.
As to categories:
The ELITE portion of this weekend's combined championships are a selection for Elite Nationals. Only residents of Northern California and Nevada are eligible for the Championships, but any rider eligible for Elite Nationals can compete for selection purposes.
6G6. National Track Championships
(c) Points Race
Shall be conducted for each of the following classes over the specified distance. Only riders in categories 1-3 may enter for categories younger than age 54.
However, there is no such restriction for State or District Masters' Championships.

The track district championships that will be run in 8 days time are
under USCF rules. If you would like to know category requirements
check the rule book via www.usacycling.org.
You do not have to be a cat 3 to race time trial events....you must
only have a racing license. Previous years you did not even have to
race a track bike as long as your road bike has the sifting disabled...
we'll have to check with this years officials promoters.
You cannot however warm-up on the track during the open warm up
periods with a road bike. That's for track bikes only. Road bikes
use trainers or rollers.
