[NCNCA] Reduced License fees

Just a reminder to riders, officials and promoters that as of today  
the price for an adult USCF partial year license drops to $30. THe  
partial year license is good till Dec. 31st of this year. The $30  
price remains in affect until the end of Oct. Starting on Nov 1st the  
price for the adult USCF license goes back up to full price but  a  
license bought starting on Nov 1st is good till Dec 31st 2007.

The onsite license forms will not reflect the reduced cost of the  
partial year license so riders or promoters will have to alter the  
form to reflect that only $30 was collected for the partial year  
license.
