[NCNCA] Team sprint age groups

I am trying to get a legislative summary out covering all that we did, but in
response to the track question, we passed the following about Masters track:

1) team sprint ages are changed from a sum of ages to separate 30+, 40+ and
50+ for men and 30+ and 45+ for women.

2) There is language in the madison and TTT similar to what is currently in
the team sprint rule, restricting riders to one entry in each team event - so
people cannot ride multiple TTT's (e.g. 30+ and 40+).

There are several reasons for item (2) - one is that in all other masters
championships people only compete for a medal once in each discipline
(sprints, pts race etc.). The madison rule is for consistency, and looking to
the future in the event that the 30+ and 45+ groups are not run together.
