[NCNCA] Juniors Category Change

Also let's not forget that Velo Promo showed their support from  
Juniors by promoting a junior stage race earlier this year. To bad  
only a handful of juniors showed up for that race and Velo Promo lost  
a pretty good amount of money on that event.
