I have a little insight to this, I inquired a bit about the program last
year when our club was looking for software. The system does run on Windows.
I think SoCal offers a "Full Service" option whereby they send a team and do
the whole reg to results process (for a fee of course), or you can do it
yourself with their software (still a fee, but less the labor component).
The key is that once the race is complete, you find an internet connection
and the results are sent to the "master" server for posting (some savvy
people may actually do this right from the race site). This is where I
think it gets sticky... Their solution relys on the race data being sent to
their specially configured servers. So to utilize this system, we would
need to link all results to them or integrate our our web efforts with them.
As I understand it, Eric Smith offered us a deal a while back but it never
got any "traction" up here.
