Unfortunately, SoCal's system is Windows based, and subscription
based. We would have to pay a small but ongoing fee to use their
service and results would be processed by the software owner (a single
individual and ex-Microsoft employee) and hosted on their website.
That might work fine short term but what if Larry does not want to add
a feature we need, or decides he no longer wants to support the
software, or raises prices severalfold, or if future versions require
Windows Vista? These are the problems with vendor dependencies. This
is why the RFP specifies a source code license (not an escrow license)
at a minimum.
Since this probably isn't on-topic for the NCNCA list I will be
setting up another list for those who want to follow and/or contribute
to the RFP and/or software. Drop a note to webmaster at ncnca.org if
you'd like to be added to the initial subscription list.
