[NCNCA] Proposed BAR/BAT changes

Develop registration and results S/W? Why?  SoCal already has a working
system!  Why can't we just "subscribe" to their system and and help that
system evolve?  Then you eliminate the need to get "Seed" money and spend
years developing software that never measures up to its need.  Its at least
worth serious consideration.
