[NCNCA] Proposed BAR/BAT changes

The main reason I want to simplify the BAT to just an overall  
category is to try and be able to get the rankings updated in a  
timely manner. Personally I feel the program looses importance if the  
rankings aren't updated at least once every 2 week. Ideally the  
rankings should be  updated every week. We have never done this even  
before we started breaking out the BAT rankings by categories. If Ken  
( or who ever takes over the BAT next year) can guarantee he will  
provide updated rankings a minimum of once every 2 weeks then I guess  
we could keep the BAT broken down by category. If we can't keep the  
rankings updated in a timely manner then the main reason for the  
rankings in the first place is diminished.
