That might be a good solution Ken.  If not in whole then in part.  It
seems like the BAR/BAT requires enough hours that multiple people are
needed to administer it.

Another issue many have complained about is how points are allocated.
With some races counting and others not it's not clear that the B in
BAR/BAT is really a measure of the Best.

However the most pressing issue, as I see it, is the complexity of
the current scheme.  Would it be possible to reduce the complexity,
and write documentation, while tracking and tallying all the
points/places?
